The latter three depends on human capital, productivity and research-based approach to GDP creation rather than purely exporting raw materials for GDP creation. An example will be what technology you have to extract and refine oil. Cost can also depend on how difficult it is to access/exploit factors of production. Law of supply and demand is not always true however.
